JUDGMENT

This writ petition is filed seeking the following reliefs:-

(i) issue a writ of certiorari or any other appropriate writ, order or direction, quashing Ext.P5 order issued by the 2nd respondent dated 16.12.2022;

¶22

(ii) issue a writ of mandamus or any other appropriate writ, order or direction, directing the 1st respondent to consider and pass orders on Ext.P7 revision petition after hearing the petitioner, 5th respondent and the Manager and till then all proceedings for approval of the 5th respondent has to be kept in abeyance.

Sri.R.K.Muraleedharan, the learned counsel appearing for the

petitioner, submits that for the time being, the petitioner would be satisfied if directions are issued to the 1st respondent to consider Ext.P7 expeditiously, with notice to all concerned.

I have heard Smt. Nisha Bose, the learned Government

Pleader.

In view of the order that I propose to pass, notice to respondents 4 and 5 are dispensed with.

After having carefully evaluated the contentions raised in this

writ petition, the submissions made across the Bar, and the facts and circumstances, I am of the view that this writ petition can be disposed of at the admission stage itself by issuing the following directions:

a) There will be a direction to the 1st respondent to take

up, consider and pass appropriate orders on Ext.P7 after affording an opportunity of being heard, either physically or virtually, to the petitioner herein or her authorized representative and the respondents 4 and 5.

b) Orders, as directed above, shall be passed

¶35

expeditiously, in any event, within four months from the date of production of a copy of this judgment.

¶36

c) It would be open to the petitioner to produce a copy

¶37

of the writ petition along with the judgment before the concerned respondent for further action.

This writ petition is disposed of.
