This writ petition is filed by the petitioner seeking the following reliefs:
(i) To call for the records leading to Exhibits P3 and P5 and to quash the same by issuing a writ of certiorari.
(ii) To issue a writ of mandamus commanding the second respondent to finalize the proceedings in Exhibit P3 after affording an opportunity of hearing to the petitioner.
(iii)To issue a writ of mandamus commanding the respondents to allow the petitioner to reopen and run the foot wear shop forthwith.
