The petitioner states that she was appointed as LPSA in the Haji NC Koyakutty Memorial AUP School against the promotion vacancy of Head Master with effect from 01.06.2017. It is contended that while effecting her appointment, no statutory claimant was overlooked. However, by Ext.P2 order, the approval was declined by the 4th respondent. Though the said order was challenged in appeal before the 3rd respondent, the same came to be rejected by Ext.P3 order. This order was taken up before the 2nd respondent. By Ext.P4 order, the 2nd respondent took the view that the reasons given for nongrant of approval was unsustainable and the AEO was directed to reconsider the issue. Ext.P4 order was challenged by the incumbent Manager before the Government. The Government proceeded to pass Ext.P5 order, ordering the 2nd respondent to reconsider the entire issue and pass appropriate orders. The grievance of the petitioner is that though Ext.P5 was disposed of on 23.1.2020, the proceedings have not been finalized by the Director to date. It is in the afore circumstances the petitioner is before this Court seeking the following reliefs:
