telecommunication tower at South Janatha Road within the limits of Kochi Corporation. When the construction work of the tower began, the petitioners and others raised objections to the erection of the telecommunication tower. The fourth respondent, in the circumstances, preferred a complaint before the first respondent, the District Telecom Committee for removal of obstruction. It is stated by the petitioners that the fourth respondent has not arrayed the petitioners in the said proceedings. Instead, it is alleged that the fourth respondent has arrayed somebody who has no objection to the tower being established at the location, as obstructors. It is also stated by the petitioners that the first respondent has now passed Ext.P12 order granting police protection to the fourth respondent. The petitioners are aggrieved by Ext.P12 order. The case set out by the petitioners in the writ petition is that the fourth respondent ought to have arrayed them as parties to the proceedings before the first respondent, and orders ought not have been passed without affording the petitioners
