Karakurissi Grama Panchayat appointed the fourth respondent as a Project Management Consultant for the supply and installation of 19 numbers of 8 meter tall Solar Mini Mast Lights. The fourth respondent, in turn, assigned the said work to the petitioner. On completion of a portion of the work, the amounts due in respect of the completed portion of the work has been disbursed by the second respondent, the Secretary of the Panchayat to the fourth respondent and the fourth respondent, in turn, paid the amount due in respect of the completed portion of the work to the petitioner. Later, the petitioner raised another bill for the portion of the work completed thereafter. The said bill was however not honoured by the second respondent on account of some irregularities noticed by him. Instead, the second respondent sought clarification from the third respondent for the purpose of honouring the bill raised by the petitioner. The writ petition is filed by the petitioner at that point of time seeking directions to the second respondent to disburse the amounts due in respect of the completed portion of the work.
