JUDGMENT

The petitioner, who is an Assitant Engineer in KSEB, has filed this writ petition challenging the rejection of his appeal filed against the transfer ordered in Ext.P1 on 16.10.2017.

The petitioner submits that he had joined North Paravur Sub Staion only on 19.1.2016 and he was transferred as per Ext.P1 order dated 16.10.2017 to Sreekrishnapuram Electrical Section, Palakkad District. According to the petitioner he is due to retire from service on 31.1.2020 and he is facing serious difficulties on account of the present transfer.

Based on Ext.P4 judgment, when the petitioner approached this Court challenging Ext.P1 order, the appeal committee considered the request submitted by the petitioner and passed Ext.P6 order. In Ext.P6 order it is stated that petitioner's domicile is Thrissur and his index factor is 32335. It is stated that in order to accommodate eligible request to the Ernakulam District, in strict adherence to the provisions of the guidelines of transfer, the petitioner who himself declared that he is not a domiciliary of Erankulam District, was transferred out and therefore petitioner cannot claim retention in the same station.
