Petitioners jointly purchased an extent of 5.5 cents of property situate in Sy.Nos.2550/2-2 and 2550/3-2

of Kadakkavoor Village, Thiruvananthapuram District. Petitioner secured a building permit from the respondent Panchayat, construction was completed and sought for issuance of occupancy certificate and number to the building. According to the petitioner, for the reasons best known to the Panchayat, no action is initiated, which constrained the petitioner to approach this court by filing this writ petition.

Having heard respective counsel across the Bar, there will be a direction to the Panchayat to consider the application submitted by the petitioner seeking occupancy and numbering of the building, at the earliest possible time and at any rate within a month from the date of receipt of a copy of this judgment. Petitioner is also directed to produce
