According to the petitioner, petitioner is a Medical Practitioner in rural area in Kollam District. She has started practice in the year 1995 and she has adequate knowledge in practice of Modern Medicine as per Travancore Medical Practitioner's Act, 1953. However, inspite of earnest efforts of the petitioner, the statutory authorities have not granted exemption from the provisions of the aforesaid Act, which necessitated the petitioner to submit Ext. P12 representation before the first respondent which is pending consideration. In that view of the matter without expressing any opinion on merits, I think the first respondent can be directed to take a decision on Ext. P12.

Having heard learned counsel for the petitioner, learned Senior Government Pleader and learned Standing Counsel for the second respondent, there will be a direction accordingly to the first respondent to attain finality to Ext.P12, after providing sufficient opportunity of hearing to
