It is also stated that, as per Rule 182 of the Kerala Co-operative Societies Rules, 1969 [hereinafter called 'the Rules'], the branches of District Co-operative Banks are graded as Grade A, B, C and staff allowed for each branch based on the grade are fixed as shown in Appendix-III of the said Rules. New branches of the Banks are sanctioned to the District Co-operative Banks only on condition that the newly sanctioned branches shall run with the existing staff of the Bank. The Managing Committee of the 3rd respondent Bank, by a resolution dated 27.10.2005, decided to make changes in the staff pattern. But the Board of Directors of the 3rd respondent Bank vide Ext.P1 resolution dated 25.11.2005 decided to give promotion to the employees of the bank including the petitioners. These promotions were made by the Bank before submission of application for creation of additional posts by change in staff pattern.
