The petitioner is a Volleyball Coach attached to Kerala State Sports Council. This writ petition has been filed seeking quashment of Exts. P5 and P11 and for a declaration that no amount is liable to be deducted from the petitioner's salary towards the alleged loss caused to the first respondent by incurring expenditure beyond sanctioned limit for running the mess attached to the Centralized Sports Hostel (boys), Kottayam during June and July, 2008. As per Ext.P5, the second respondent ordered to recover an amount of Rs.83,247/- incurred as expenditure during the months of June and July, 2008 for running the mess attached to the Centralized Sports Hostel (boys), Kottayam and incurring expenditure therefor beyond the sanctioned limit and a further amount of Rs.22,283/- being the interest thereon calculated at the rate of 7%. Obviously, as per the same, the said amount was directed to be recovered from the petitioner and the Secretary of the Kerala State Sports Council, Kottayam and also from one Dr.George Immanuel. The petitioner submitted representations against the said proposal and thereafter coercive steps pursuant to Ext.P5 was kept in abeyance.
