The petitioner has approached this Court seeking the following reliefs:

“i) issue a writ of mandamus or such other writ, order or direction directing the first respondent to afford adequate and effective police protection to the life of the petitioner while attending the timing conference scheduled to be held on 13.8.2010 so as to settle th timings to do extended service on the route Panickankudy to Nedumkandam to operate in continuation of the existing regular permit on the route Thodupuzha - Panickankudy in respect of stage carriagte KL 6D 8001.

ii) issue a writ of mandamus or such other writ, order or direction directing the first respondent

to afford adequate and effective police protection while the 2^nd respondent convening the timing conference schedule to be held on 13.8.2010 so as to settle th timings of the petitioner's service to do extended service on the route Panickankudy to Nedumkandam to operate in continuation of the existing regular permit on the route Thodupuzha - Panickankudy in respect of stage carriagte KL 6D 8001.”

Briefly the case of the petitioner is as follows. Petitioner is the registered owner of a stage carriage, which has got a valid regular permit on the route Thodupuzha - Panickankudy. On two occasions, the timing conference relating to the petitioner's vehicle was scheduled to take place, but the same could not be convened because of the problems created by the existing operators. The petitioner obtained orders from this court directing the respondents to pass orders on his application for temporary permit. His apprehension is that if he attends the conference, there will be problems. It is stated that on the last occasion also the petitioner had met with grave problems.

The learned Government Pleader, in instructions, submits that

four police officials have been deputed to see that the petitioner is able

to attend the meeting free from obstruction on 13.8.2010.
