JUDGMENT
Heard the learned counsel for the petitioner
and the learned standing counsel for the
Electricity Board.
2. Learned standing counsel submits, on
instructions, that going by the mahazar, this is a clear case of theft. At any rate, the petitioner has been issued with the demand. Therefore,
without prejudice to the contentions of either
parties, this writ petition is disposed of directing that if the petitioner has filed an
appeal before the competent authority, that will be
taken up, considered and disposed of expeditiously.
If the petitioner remits one half of the amount
covered by the impugned demand, the KSEB will reconnect supply on payment of re-connection charges

and other incidentals in terms of law. If he seeks a request to the Assistant Engineer, he will be given a copy of the mahazar since he sates that he has not been served with the mahazar.
