JUDGMENT

Mr.P.F.Thomas, Senior Counsel reiterates the submission that

since proceedings are pending before the 2^nd respondent, the District Collector, there is no point in keeping this Writ Petition pending before this court. I find merit in the above submission and I dispose of the Writ Petition directing the 2^nd respondent, the District Collector to complete the proceedings which he has initiated and pass final orders on the application submitted by the 4^th respondent-Church regarding issuance of licence for their burial ground. As far as possible, the District Collector shall adhere to the statutory time frame.
