JUDGMENT
Learned counsel for the Panchayat seeks time to file a counter affidavit. Sri.Ranjith Thamban , counsel for the petitioner submits that Panchayat is refusing to number the first floor portion of the building on the ground of alleged violation of Section 220(b). According to him, ground floor portion was numbered without any diffidence by the Panchayat and Ext.P1 ownership certificate has been issued. If it is true that the ground floor portion of the building has been numbered by the Panchayat without any objection in the context of Section 220(b) of the Panchayat Raj Act or in any other context, there cannot be any justifiable reason for the Panchayat refusing to number the first floor portion which is constructed on the ground floor portion.
I dispose of the writ petition directing the respondent Panchayat to take a decision immediately on the petitioner's request for numbering of the building and communicate that decision to the petitioner without

delay. Decision as directed above shall be taken and communicated to
the petitioner within three weeks of receiving a copy of this judgment.
