The first prayer in this writ petition is that the respondent Panchayat be directed to handover the lay out plan approved by the Town Planning Officer to the petitioner.

The Panchayat in paragraph 7 of its counter affidavit submits that the petitioner is not entitled to request for handingover of the approved lay out plan issued by the Town Planner. Sri.K.T.Shyamkumar, the learned counsel for the Petitioner does not insist on getting original lay out but will be satisfied with a certified photostate copy.

Under these circumstances, without going into the merits of the other grounds raised in the writ petition, this writ petition will stand disposed of issuing the following directions:

The respondent will supply the petitioner with certified Photostate copy of the lay out plan approved by the Town Planning Officer upon the petitioner remitting the requisite

charges. The Panchayat will ensure compliance with the above direction within one month of the petitioner remitting the requisite charges.
