Public Instructions, Bangalore under Section 130 of the Karnataka Education Act, 1983 in Appeal No.9/2012. On 14.11.2018, the respondent No.1 addressed a letter regarding the appointment of Primary School teachers as stated in the Government order referred above and those teachers who were not covered under the grant had to be sponsored by the institution when the post fell vacant. The petitioner contends that on the basis of the order referred above, she submitted a representation dated 29.11.2018 to respondent Nos.4 and 5. However, the respondent No.4 - Block Education Officer issued an endorsement dated 09.01.2019 directing the Managing Committee of the school to forward the proposal of the petitioner only if there was an order from the department. The petitioner then again filed another representation dated 19.07.2019 bringing it to the notice of the respondent No.5 her claim for approval of her appointment in view of the vacancy that had arisen. The petitioner contends that the respondent No.5 is sleeping over the matter and is not paying salary to her on par with a regular employee. The petitioner is, therefore, before this Court seeking for a direction to the respondents to approve her appointment.
