were bound to grant the benefit of mutual transfer as approved by the Hon'ble Chief Minister. Even otherwise, when the petitioner and the respondent No.4 sought for mutual transfer, this Court in terms of the order dated 12.04.2023 had directed the respondent Nos.1 and 2 to retain the services of the petitioner at Whitefield Unit, O & M Sub-Divison, East-4, BESCOM and therefore, the petitioner and respondent No.4 would not have attempted for a mutual transfer without getting W.P.No.7267/2023 disposed off. Therefore, the contention of the learned Senior counsel that the respondent Nos.1 and 2 ought to have given effect to the approval granted by Hon'ble the Chief Minister for mutual transfer is liable to be rejected, since it is stated by the learned counsel for the respondent Nos.1 and 2 which is not disputed by the learned counsel for the petitioner that the operation and maintenance unit of both Whitefield Unit, O & M Sub-Divison, East-4, BESCOM and EPIP unit, O & M, Sub-Division, East - 12, BESCOM are located in the same building.
