counsel appearing on behalf of the respondent B.S.L. (Steel Authority of India Limited-SAIL).

The prayer in this petition has been made for quashing of the circular bearing no.7 of 2024 dated 27.02.2024 contained in Annexure -3 issued under the signature of General Manager (PersonnelRules), Steel Authority of India Limited, Bokaro- respondent no.4.

The learned counsel for the petitioner submits that the petitioner is a registered Trade Union which works for the welfare of the employees of the B.S.L. (Steel Authority of India Limited-SAIL) having postal address at Parsabera P.O. Chikisiya, Bokaro. He submits that Senior Manager (Personnel-Rules and CGM (Personnel)’s Sectt has issued Circular No.12 of 2023 for replacement of Existing Gate Pass with new ID Cards for employees of BSL. He submits that the said circular provided for apply of new identity cards and for that, the concerned authority took personal details like photographs and scan figure of face etc. He submits that upon applying for new ID cards as mentioned in para 2.0 of the said circular, the employees shall have to apply through the link provided under ‘Apply for new ID Cards’. Upon applying for new ID Cards, the employee shall be allotted a timeslot for issuance of new

ID cards. The operational timeslots shall be 0900 hrs- 1700 hrs on all working days. At the designated timeslot, the employee shall have to visit Administrative Building. He submits that as such the concerned employee of the plant have to give all the details including Driving License, Registration Certificate, etc. as per the requirement. He submits that in view of above, now a system of bio-metric attendance has been started. He submits that the data was collected by Bokaro Steel Plant by way of misrepresentation and as such, the said circular may kindly be quashed.

The learned counsel for the respondent Bokaro Steel Plant has opposed the prayer on the ground that said system has been adopted by the SAIL in other plants also, such as, Durgapur Steel Plant, Bhilai Steel Plant, etc and that is found to be necessary as the employees were not marking their attendance properly and to maintain discipline and administration, this system was adopted.

In view of above, the Court finds that Bokaro Steel Plant is a Central Government Public Sector Undertaking under Steel Authority of India Limited (SAIL), and many employees are working under the said Undertaking and for maintaining discipline and adopting such method, it cannot be said to be an arbitrary one and that method is being adopted almost all over the world.

No case of interference is made out.

This petition is, accordingly, dismissed.
