Learned counsel for the petitioner submits that the respondent nos.2 and 3 run several programmes at block and district level within the State of Jharkhand, which require fooding and lodging facility for the participants, who attend the meeting and training programmes. A tender under Ref. No.JSLPS/DMMU/ES/PRO/NRLM/08/2017-18 dated 15th September, 2017 (corrigendum of which was issued on 4th October, 2017) was published by the District Programme Manager, Jharkhand State Livelihood Promotion Society for providing training hall, boarding and lodging facilities. The petitioner participated in the said tender and submitted his quotation as per the requirement of the tender notice and the same was accepted by the respondent authorities. The petitioner’s claim is that he is entitled to get Rs.5,25,936/- from the respondents after adjusting the amount of Rs.2,58,444/- already paid to him for the work in question on 27th March, 2020 and 30th March, 2020. The petitioner is also aggrieved with deduction of Rs.85,608/- by the respondent authorities from his previous bills for the period from 1st April, 2016 to 31st March, 2019 without any cogent reason.
