4. This writ petition has been filed for the following reliefs:

“For a direction commanding upon the respondents to grant the UGC pay scale to the petitioner w.e.f. 1.1.96 to be given to the petitioner w.e.f. 1.1.2002 when the petitioner completed his B. Lib along with arrears in view of the fact at UGC pay scale has been implemented by the Govt. of Jharkhand on the post of Asst. Librarian which post the petitioner is holding since 1977 and also for grant of ACP and notification of the petitioner as college Librarian from 28.8.03.”

5. From perusal of the records of this case, it appears that the petitioner has made representation before the respondent no.6 vide Annexure – 5, but no order as such has been passed considering the grievances of the petitioner.

At this, the learned counsel for the respondents submits that in order to expedite the matter, the petitioner may be directed to file fresh representation before respondent no.6 along with a copy of the present writ petition which may be treated as a part of the representation and the respondent no.6 may look into the matter and pass appropriate order.

Considering the aforesaid submission, this writ petition is disposed of with a liberty to the petitioner to file a fresh representation before the respondent no.6 annexing a copy of the entire writ petition including its annexures and the respondent no.6 is directed to consider the grievance of the petitioner and pass a reasoned order after giving an opportunity of hearing to the petitioner within a period of three months from the date of receipt of such representation. The petitioner may also provide his email id and phone number for communication. The final order that may be passed by the respondent no.6 is directed to be communicated to the petitioner as soon as it is passed on the email id of the petitioner as well as through speed post. If the petitioner is found entitled to any monetary benefits the same is directed to be disbursed within a period of 2 months from the date of passing of the reasoned order .

8. With the aforesaid observation and direction, this writ petition is disposed of.

9. It is made clear that this Court has not gone into the merits or otherwise of the claim of the petitioner.
