04/24.02.2021 The present writ petition is taken up today through Video conferencing.
The present writ petition has been filed for issuance of direction upon the General Manager, Reserve Bank of India, Regional Office, Ranchi-the respondent no.4 to immediately take a decision on the letter no.1538(7) dated 4th September, 2020 (Annexure-3 to the writ petition) written to him by the Registrar, Co-operative Societies, Jharkhand, Ranchi-the respondent no.2 and to take action in the light of Rule 41 (5Kha) of the Jharkhand Co-operative Societies Act, 1935 for dissolving the Board of Directors of Jharkhand State Co-operative Bank Limited, Ranchi. Further prayer has been made for issuance of direction upon the Chief General Manager, National Bank for Agriculture & Rural Development (NABRD), Ranchi-the respondent no.6 to act in pursuance of the letter no.1660 dated 14th September, 2020 (Annexure-4 to the writ petition) written to him by the respondent no.2
A counter affidavit has been filed on behalf of the respondent no.1 stating inter alia that the present writ petition has now become infructuous as the grievance of the petitioner has been redressed because the Reserve Bank of India has already taken a decision on 10th December, 2020 (Annexure-A to the counter affidavit filed on behalf of the respondent no.1) in response to the letter no.1538(7) dated 4th September, 2020. On perusal of the letter dated 10th December, 2020, it would appear that the same has been issued in response to the letter

dated 4th September, 2020. It would also appear that the Reserve Bank of India has not agreed with the proposal of the respondent no.2 to dissolve the Board of Jharkhand State Co-operative Bank Ltd.
Considering the aforesaid fact stated in the counter affidavit filed on behalf of the respondent no.1, I see no reason to further proceed in the present writ petition and the same is, accordingly, disposed of.
