3. The case of the petitioner lies in narrow compass. The petitioner, having the requisite qualification for appointment to the post of Anganbari Sevika, has applied for the said post in view of notification issued by the Department of Social Welfare on 22.05.2018. The Aam Sabha, after perusal of the documents and scrutinizing the candidatures of the applicants, issued a provisional letter of appointment to the petitioner. It is the case of the petitioner that a complaint was filed by the other candidates that there had been some irregularities in the appointment of the Anganbari Sevika. The matter was inquired by the District Social Welfare Officer and inquiry report to that effect was also submitted before the Deputy Commissioner on 12.10.2018, in which it was found that there has no irregularities in the appointment of the Anganbari Sevika and the complaint was found to be frivolous. Further, in the letter dated 12.10.2018 issued by the District Welfare Officer, Pakur it was mentioned that there has been no illegality in the appointment of Anganbari Sevika and petitioner namely, Susmita Saha may be considered for appointment on the said post as already she was selected for appointment. It is the specific case of the petitioner that though the matter was inquired and the District Social Welfare Officer, has found that there has been no illegality in the appointment of the petitioner and has recommended the case of the petitioner for appointment but till date no decision
