the writ petition was filed in April 2013 and time was granted twice for removal of defects. Apart from that, learned counsel for the State informs, on instructions, that at present, office of the Engineer-in-Chief, Drinking Water and Sanitation Department, Government of Jharkhand is occupied by Mr. R.S. Tigga. Petitioner had sought issuance of writ of Quo warranto against the Respondent No. 2 Shardendu Narayan who was made In-Charge Engineerin-Chief in the same department reportedly in 2013, alleging that several charges were pending against him.
