Heard Mr. B.C.Muchahary, learned counsel for the petitioner and Mr. A. Bhattacharjee, learned Standing counsel, P&RD Department for the respondent Nos. 1 & 2. Also heard Mr. R. K. Muchahary, learned Standing counsel, BTC for the respondent Nos. 3 to 6.
The Block Development Officer, Sidli-Chirang Development Block, respondent No. 6 has issued a Completion Certificate stating that the petitioner has already completed the work of “Erosion Protection of Lankar River at Ananda Village near Jitnal Basumatary Paddy Field under SOPD Fund for the year 2018-19” (Annexure-5 to this petition).
It is stated by the petitioner that an admitted amount of Rs. 15,97,000/- is payable to him for completion of the aforesaid construction work. Inspite of his best effort, the respondent authorities did not pay him the said admitted amount. Hence, this writ petition.
