Though none appears for the applicant on call, having heard Mr. R.K. Dev Choudhury, learned Assistant Solicitor General of India for respondent No.1 as well as Ms. R.S. Choudhury, learned counsel for the remaining respondents and having perused the grounds stated in Paragraph Nos.1, 3, 4, 5, 6 and 7, we are of the view that sufficient reasons have been assigned justifying the delay in filing the application and accordingly the application is allowed by condoning the delay in filing the Writ Appeal.
