This is an application for restoration of RC No.407/2017 seeking a direction to have the sale certificate dated 20.07.2012 registered in the name of the applicant. It appears from the application that SBI had filed OA No.213/2008, which was allowed, and RC No.65/2011 was issued by DRT-II, Chandigarh. In the proceedings before the Recovery Officer, the property was sold, and Mr. Kamal Rai Chawla was declared the highest bidder in the auction held on 31.05.2012. On 02.07.2012, the sale was confirmed. Later, the jurisdiction was changed, and the matter was transferred to this Tribunal. On 23.11.2022, the bank filed an affidavit seeking withdrawal of RC No.407/2017. It is alleged that the applicant, after receiving the sale certificate, approached the bank a number of times for registration of the sale certificate, but the bank did not pay any heed to his request. I am of the considered view, that the document which is required to be registered should be produced within the stipulated time for its execution. In appropriate cases, the SubRegistrar can grant an additional four months' time. In the case in hand, the sale certificate was issued on 20.07.2012. The MA was filed on 24.07.2025. This Tribunal has no jurisdiction to issue such directions. Accordingly, the application is hereby dismissed .
