Present: Shri Ashok Bhatnagar, counsel for the appellant, Pursuant to the earlier order of this Tribunal, publication has been made to effect the service upon the respondent nos. 1 to 5 and affidavit of service along with proof of publication has been filed. It is further contended that the respondents have duly been noticed. However, none has put in appearance on behalf of the respondents today.
