Vide earlier order dated 31.05.2022 of this Tribunal, notices were directed to be issued to the respondent on the waiver application. The office report dated 14.09.2022 shows that notices sent to the respondent nos. 2 & 3 have returned back with endorsement “the addressee is not residing at this address” and with regard to the respondent no. 1, neither A.D. Card nor envelops have returned back and no affidavit of service has been filed. The record also shows that no predeposit has been made by the appellant as per law.
Let the appellants take fresh steps for service of notice upon the respondent nos. 2 & 3 through publication in the newspapers having wide circulation in the area. Steps to be taken within 15 days. Affidavit of service along with proof of publication be filed by the next date.
