The present petition has been filed by the petitioner alleging wilful disobedience/ non-compliance of the directions contained in the judgment/ order dated 18.12.2019 passed by the Division Bench of this Court in W.P.(C) 3521/2017. The operative direction therein reads as under:-

“10. In that view of the matter, the Respondents are now directed to appoint the Petitioner as Librarian by issuing appropriate orders in that regard within a period of 9 weeks from today. For the purposes of notional fixation of seniority, pay and other benefits the date on which the last of the Librarians was appointed pursuant to the same advertisement would be reckoned. The petitioner would not however be entitled to any arrears of pay and allowances for the period before she actually joined duty.”

It transpires during the course of hearing that although an appointment order was issued, whereby the petitioner was appointed as Librarian, the notional fixation of seniority, pay and other benefits have not been determined in terms of the aforesaid directions.

In the circumstances, the respondent no.2 is directed to complete the aforesaid exercise as contemplated in the judgment/ order dated 18.12.2019
