Having regard to the nature of grievances raised in this Petition, we are of the opinion that such grievances can be better attended to on the administrative side by the authorities concerned.

Accordingly, we permit the Petitioner to raise the grievances with Respondent Nos. 1, 2 and 3 by making an exhaustive representation taking all the pleas which may be available to him and enclosing therewith all the documents on which he intends to rely upon. The said representation may be made within a fortnight and once any such representation is received, the appropriate authorities of Respondent Nos. 1, 2 and 3 shall attend to the said representation and take an appropriate decision which may be warranted under law, with expedition, preferably within a period of two months from the date any such representation is received.

The decision which may be taken on the representation to be preferred by the Petitioner under this order shall also be communicated to him. 5. The Writ Petition stands disposed of with the aforesaid observations and directions.
