Though learned counsel for the petitioner seeks to justify the territorial jurisdiction of this Court on the ground that the petitioner has got issued a legal notice through an Advocate addressed to the Director General, CISF, Lodhi Road, New Delhi, we are unable to accept such a plea. It is the conceded case of the counsel for the petitioner, that the petitioner has availed of all the remedies available to him before the Deputy Inspector
