2. After arguing the matter for some time, learned counsel appearing for the petitioner submits that he may be permitted to withdraw the present writ petition with liberty to avail the appropriate remedy by filing an appropriate application before the competent authority.

4. Accordingly, the instant writ petition is dismissed as withdrawn with the aforesaid liberty.
