“10.1 It is prayed that this Hon’ble Court may kindly be pleased to call for the entire records concerning decision on petitioner’s representation and causes for delay in completion of enquiry from the case of the petitioner from the possession of the respondents for its kind perusl.
10.2 This Hon’ble Court may kindly be pleased to issue an appropriate writ in the nature of certiorari quashing and setting aside impugned communication and decision to reject petitioner’s representation, by declaring the same to be illegal and inoperative, being violative of Article 14 & 16 of the Constitution of India.
10.3 This Hon’ble Court may kindly be pleased to issue an appropriate writ in the nature mandamus commanding the respondents to give effect to the promotion of the petitioner as Chief Engineer with effect from 05.03.2005 and place him in the seniority list of chief engineer over and above his juniors and also grant all consequential benefits of pay and perks.
10.4 Any other relief/reliefs which this Hon’ble Court may think fit and proper in the facts and circumstances of the case, with cost of the petition may also please be granted to the petitioners.”
