No one has appeared for the petitioner even at the second call.
It appears that the present writ petition pertains to the year 2009 and as such, is a fairly old matter.
Considering the record, this Court does not find any cogent reason to direct service of administrative notice upon the petitioner.
Hence in absence of the parties, let the writ petition be dismissed for default.
