The Court had taken suo motu cognizance of the newspaper report wherein it is reported that thousands of students are deprived of the scholarship.

The detailed reply is filed on behalf of the State Government dated 15.12.2016 pointing out therein various steps taken by the State Government.

It is stated in the reply that the Government has issued a resolution dated 11.01.2010 thereby digitalizing the entire process and distributing the amount through the core banking. It appears that taking into consideration the huge scam in scholarship, the Government has now taken a decision to credit the amount of scholarship and free-ship directly in the account of the eligible students.

It further appears from the reply that the State Government had directed the mapping of the entire colleges, courses and recognition to courses and the colleges by the relevant authorities at the level of Regional Deputy Commissioner of every division. It appears that in the year 2016, the time took on account of the process of mapping. However, it is stated that since now the online mapping is completed, the State Government would not be required to undergo through the said process in the academic year 2016-2017.

From the perusal of the chart annexed at Annexure-VI and VII, it would reveal that for the academic year 2015-16, in the entire State of Maharashtra 16,88,075 forms were received. After scrutiny, the Sate Government has already approved 15,03,072 cases. 1,10,828 cases are pending at the level of the Colleges and 56,897 cases are pending at the District level. Only 17,278 students are found to be ineligible.

It could thus be seen that more than 90% of the students have already been granted benefit under the scheme.

As stated in the affidavit-in-reply, we do hope that since for the present academic year there will be no necessity for mapping, the State Government should ensure disbursement of payment of scholarship and free-ship to the eligible students on time.

With the aforesaid observations, we dispose of the petition.

We place on record our appreciation for the efforts taken by the learned amicus in assisting the Court in such an important matter.
