petitioners tender the appeals before the Appellate

Forum within three weeks from today, the Appellate Forum

shall decide the appeals on their own merit within a

period of eight weeks from the date of presentation of
the appeals by the petitioners.

4.Until disposal of the appeals by the Appellate
Forum, no adverse action be taken against the
