It is the basic contention of the petitioner that while auctioning the rights to excavate sand at sand guard at Rahati, the respondents have not followed the Government Resolution governing the field. It is further the contention of the petitioner that the offset price for the auction in which the petitioner has been successful was at a more price, whereas offset price of sand guard at Rahati was at a lesser price.
