Learned counsel appearing for the petitioner contended that
the operation of this judgment should be stayed for some time. We

hardly find any justification for the the request. It is a project which has been sufficiently delayed already, that too at the cost of public exchequer. Partial construction has started and we have also noted in our judgment the other reasons why it will be disadvantageous to the larger public interest as well as to the administration of justice, if the interim stay is continued. For this reason, we decline to continue the interim order. We do not find any necessity to suspend the operation of this judgment. Hence request for stay declined.
