Writ petition under Article 226 of the Constitution by the purchaser of a VOLVO XC40 Recharge P8 2702 electric BOV vehicle (VIN/Chassis No. LYVXZEDA7PL022539) challenging the action of Respondents 5 and 6 (Regional Transport Authority and Motor Vehicle Inspector, Chirala Unit Office, Bapatla) in not accepting, acknowledging and processing his application for permanent registration and in demanding life tax of Rs. 10,16,262/- under the A.P. Motor Vehicles Taxation (Amendment) Act, allegedly contrary to the A.P. Motor Vehicles Taxation Act, 1963, the Electric Policy notified vide G.O.Ms.No.74 and G.O.Ms.No.99 (Industries and Commerce (P&I) Department), G.O.Ms.No.70 (Transport, Roads and Buildings (TR.I) Department) and UO Note 867317/R/2023, and violative of Articles 14 and 21.
