The present writ petition is filed to declare the inaction of the respondents, more particularly respondent No.3, in renewing the Central Seed Licence of the petitioners, as illegal and arbitrary and subsequently direct the 3'''^ respondent to renew the Central Seed Licence bearing No.RRD/16/ADDL.DA/CSL/2014/1124 granted on 01.06.2012 of the petitioner forthwith.

It is the case of the petitioner herein that the 2"^^^ petitioner is the sole owner and proprietor of M/s.Rayan Corp Science i.e., the 1 St petitioner, which is engaged in the business of seeds and the petitioner was initially granted licence bearing N0.RRD/I6/ADDL.^DA/ CSL/2014/1124 on 01.06.2012 to carry on business of^a dealer in seeds at the premises situated at M/s.Rayan Corp Science,^Guntur Village and Mandal, Guntur District. The said licence of the petitioner is being extended from time to time and it is in force till 23.10.2021. Thereafter, the petitioner applied for renewal of licence^on08.12.2021 along with covering letter seeking permission to change the place of business from D.No.6-11-53, First Floor, 11/2 Arundalpet, Guntur522002 to D.NO.76/104/5A, Guru Brahma Nagar, Ward No.76, Kallur, Kurnool-518003 including rental agreement, dated 03.12.2021 executed by the 1®’ petitioner and land owner.
