This writ petition is filed to declare the action of respondents in not promoting the petitioner as ARSI in terms of G.O.Ms.Nos.257 dated 10.06.1999, G.O.Ms.No.91 dated 12.09.2022 and Cir.Memo No.15813/Ser-C/2007 dated 11.09.2007 of the State and Subordinate Service – Promotion / Appointment of employees to higher posts despite petitioner’s representations dated 30.05.2020 and 22.02.2024, as illegal and arbitrary.

“As the O.E. is pending against him, vide Rc.No.05/PR/2021, Dt: 12.06.2021 of the Dy.Inspector General of Police-III, APSP Bns, Kurnool, he is not eligible for promotion to higher rank and as per APPM order No.73-5 (no adhoc or out of seniority promotions shall be made by any authority), it is not feasible to promote him as ARSI from the cadre of HC at this point of time. Whenever he is eligible as per APPM Order No.73, 74, 75 and 79, he will be promoted to the rank of ARSI from the cadre of HC.”
