Petition under Article 226 of the Constitution of India is filed praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to declare the action of the IStRespondent in issuing the Memo No.2438/Agri.1(2)/2017, dated 12.05.2017, clarifying that the Agricultural Extension Officers who were appointed with diploma in agricultural qualification and later prosecuted their B.Sc. (Agriculture) degree as in-service candidates, are eligible for promotion to the next category i.e.. Agricultural Officer from the date of their acquiring the requisite qualification i.e.,B.Sc. (Agriculture) Degree and their seniority for the purpose of promotion shall be counted from the date of their acquiring

the B.Sc. (Agriculture) Degree qualification, is arbitrary, illegal, contrary to Rules 33, 34 and 36 of the A.P. State and Subordinate Service Rules, 1996, and violative of Articles 14, 16 and 21 of the Constitution of India, and consequently set aside the Memo No.2438/Agri.I(2)/2017, dated 12.05.2017 issued by the first respondent and direct the Respondents to prepared the Integrated Seniority List of the AgricultureExtensionOfficers Grade - I, Grade - II separately, by following the Rules 33, 34 and 36 of the A.P. State and Subordinate Service Rules, 1996.
