respondent and G.O.Rt.No. 498 TR&B (Vig.R&B) Department Dated 04-12-2018 issued by the 1 respondent, the pendency of charges without any progress causing prejudice to the petitioner in getting his legitimate promotion, as illegal and arbitrary and violation of principles of natural justice, consequently direct the respondents to consider the case of the petitioner for promotion to the post of Superintending Engineer without reference to the disciplinary proceedings dated 18-07-2013 and 04-12-2018, issued by the 2 nd and 1®* respondents, on the same analogy of similar orders of this Hon’ble Court passed in W.P.No. 11575 of 2019, dated 26-08-2019 and W.P.No. 14674/2019, date 16-10-2019,W.P.
