Petition under Article 226 of the Constitution of India is filed praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the action of 2nd Respondent, in not considering the petitioners case for promotion to the post of Inspector of Survey from the post of Deputy Inspector of Survey on the ground of submission of Annual Confidential Reports without counter signature of 3rd Respondent as illegal, irregular. Irrational violative of settled principles of service jurisprudence and offends Articles 14 and 21 of Constitution of India and consequently direct the Respondents to consider the Promotion as Inspector of Survey on par my junior i.e 5th Respondent with effect from 31-08-2020 by all consequential benefits including Salary, and also increments on par with 5th Respondent.
