Petitioner was appointed as Agricultural Extension Officer Grade –II on 13.10.2011 by direct recruitment; while the post of Agricultural Extension Officer Grade –II is a District unit post, provisional seniority list of Zone -III (3 districts i.e. Guntur, Prakasam, Nellore) was prepared in the category of Agricultural Extension Officer Grade –II of 2011 Batch based on the date of regularization and issued final seniority list in April, 2017; based on the revised provisional seniority list, promotions to the post of Agriculture Officer were effected; again, in the month of February, 2019, provisional integrated seniority list of Agricultural Extension Officer Grade –II in Zone-III was prepared based on the merit for the 2011 batch; her grievance is that, the date of regularisation was taken into consideration while preparing former seniority list in the year 2017 but latter list was prepared based on merit in the year 2019 for the very same batch; and, as such, following two principles in preparing seniority list, one is date of regularisation, and other is merit
