"1. Heard Sri Gaurav Tiwari, learned counsel along with Sri Pradeep Srivastava, learned counsel for the petitioner, learned Standing Counsel and Sri Om Prakash Singh, learned counsel for the respondents.

The petitioner has preferred the present petition with the prayer to direct the respondent No.2/District Magistrate, Jhansi to consider and decide the claim of the petitioner with regard to payment of consolidate amount pursuant to the work for National Population Register and Cencus executed by the wife of the petitioner (now deceased).

It is argued by learned counsel for the petitioner that in this regard, necessary papers and documents have already been submitted by the petitioner in the office of respondent No.3/Nagar Ayukt, Nagar Nigam Jhansi and the respondent No.3 has written a letter on 30.12.2025 to respondent No.2 regarding payment, copy of the letter is appended at Page 86 of the paper book.

4. In this view of the matter, respondent No.2/District Magistrate, Jhansi is directed to file his personal affidavit within ten days that why the decision has not been taken in the matter till date pursuant to the letter dated 30.12.2025 written by the respondent No.3.

5. List this matter on 29.04.2026. It is made clear that the matter will be taken up at 10:00 a.m.

6. In case, any decision has already been taken in the matter, the respondent No.2/District Magistrate, Jhansi will place the same before the Court through office of Standing Counsel on the next date fixed in the matter and need not file personal affidavit.

7. Registrar (Compliance) is directed to communicate a copy of this order to the respondent No.2/District Magistrate, Jhansi forthwith."

Pursuant to the aforesaid order respondent no.2 namely District Magistrate, Jhansi was directed to file his personal affidavit within ten days.

Today when the matter is taken up it is informed by Shri Manoj Kumar, learned Chief Standing Counsel that the letter dated 21.04.2026 has already been written by his office to the District Magistrate, Jhansi but no response has been sent.

In this view of the matter, the Court has no option except to direct the Respondent No.2 namely District Magistrate, Jhansi to appear in person before this Court and place the decision taken by him pursuant to the letter dated 30.12.2025 written by the Respondent No.3.

List this matter again on 14.05.2026.

On the said date, Respondent No.2 namely District Magistrate, Jhansi shall remain present before this Court.
