It appears that the petitioner is a handicapped person upto 75% as per the certificate issued by the concerned authority. He applied for and was allotted a shop for Rs.32,40,000/- by the respondent no.4 in the year 2018. He deposited Rs.2,72,490/- with the respondent authority against the bid for allotment of the shop in question. Thereafter, the petitioner came to know about some rules and regulations with regard to the relaxation, which is provided to the handicapped persons for establishment of the business. The petitioner by means of representation requested the respondent nos.2 & 3 to provide the relaxation to him as per the rules and regulations. He has also moved a representation dated 23.8.2018 before the respondent no.3 to provide him the relaxation under the category of handicapped person. Finally, the respondent no.4 by letter dated 25.8.2018 refused to provide the relaxation to the petitioner without giving any reason. The petitioner moved another representation on 27.1.2019 before the respondent no.1 for issuing direction to the concerned authority to provide relaxation to him. The respondent no.1 directed the concerned authority on 27.9.2019 to give relaxation to the petitioner keeping in mind his disability in accordance with rules. On the basis of the letter dated 27.9.2019, the Deputy Director (Administration/Sales) vide letter dated 9.10.2019 requested the respondent no.3 to consider the request of the petitioner.
