"8. That no point of time the petitioner's work or conduct was ever found unsatisfactory nor she was ever indulged in any irregularity or illegality. No complaint whatever either by people at large or by higher authority of the Department was ever made against the work and conduct of the petitioner. No point of time she was given any show cause notice or charge sheet to the effect that she had obtained her appointment on producing any forged mark-sheet or certificate.

Vidyalaya, Varanasi. Since, as stated, she never applied for promotion in higher grade which requires qualification of graduation, there was no occasion for her to submit any marksheet or certificate of graduation, what to say forged mark-sheet and certificate."
