fishes in the system but a few of such aberrations cannot justify whole sale condemnation of entire system. Integrity, honesty, merit, competence, efficiency etc. of a system depends on the kind of people, it has to function in the system. These people come from society. We do not import such people from any other planet or a different society. If there is some general aberration and deterioration in the society itself including erosion of values, some similar aberrations cannot be ruled out to be present in every system. But those, a few individuals, cannot be treated to reflect upon entire system consisting of majority who do not answer the said aberrations. We know and believe that still system is dominated by the people of highest integrity, efficiency, capability, knowledge and straight forwardness. Despite all handicapness like lack of infrastructure, lack of sufficient manpower, lack of quality education of law causing serious defficiency of good practice etc., the members of judicial system are working day and night and trying to cope up with heavy load of litigation. The population increase is multifold but pro rata strength of Judicial Officers is extremely less still without any complaint, burning their midnight oil, members of judiciary are not only by carrying chariot of justice to move continuously but also trying to keep its pace quite reasonable. In the State of U.P. itself, where pendency of cases in district judiciary has exceeded to 77.80 lacs upto the end of November 2019, about 35 to 40 per cent sanctioned Courts are lying vacant, still judicial officers with limited resources and infrastructure are trying to work very hard only to provide justice to the needy and discharging their duty of administration of justice in a reasonable manner.
