Respondent no.2, the D.G.E.M.E. shall cause instruction issued to the Commander, Headquarters Base Workshop Group E.M.E, Meerut Cantt, or other authority concerned, to conduct the exercise of ascertaining that promotion to the post of charge Man Grade II (in the relevant trade to which the applicant is entitled to be considered for promotion) for the years 1999 to 2004 had been made restricting the list of eligible candidates up to those who had qualified in the trade test up to the vacancy year. If in any of these years, the eligibility list was swelled by including those who had qualified in the post vacancy year that tyears DPC should undergo a review DPC and if the applicant is within the zone and to be promoted, promotion be made from that date. The promotion would however, be notional from the date, the applicant was promoted till 2004 when he actually held the higher responsibilities. His seniority shall be accordingly advanced to the date of notional promotion, which would also be counted for the purpose of higher promotion.
